 Mr. Kang, a Korean born in China, signs general consent to receive treatment in Elmhurst Hospital Emergency Center. Moses found Mr. Kang on the streets in Flushing and took him to the hospital. Mr. Kang have been ill since he worked as a technician in construction sites and had left the City's official shelters due to the harsh conditions.
